Herefordshire Council has decided to go-ahead with building of the Rotherwas access road.
Its cabinet discussed a range of options in light of the discovery of the archaeological find, known as the Rotherwas Ribbon, on the site of the road.
Councillors looked at a number of possible courses of action but decided to continue with the building of the road while protecting the discovery, believed to date back to the Bronze Age, by preserving it with layers of protective membranes and sand.
However, should enough councillors decide to 'call-in' the decision it will be discussed by the council's scrutiny committee.
