COUNTY planners have postponed making a decision on a scheme to build two homes in a village near Ross-on-Wye.
Leonard and Angela Farr had asked Herefordshire Council for permission to build at The Piggeries in Llangarron.
Their outline application for the 0.37 acre site had all matters reserved except for access for the demolition of the piggery building and construction of two new houses.
But councillors felt more information was needed about the whole scheme before they could make a decision.
Speaking at the planning meeting on November 10, Llangarron parish council councillor Nigel Moore said they objected to the “chronic overdevelopment” in the village He said 96 homes had been granted planning permission for the parish which is 50% above their target.

“We are concerned that this is the third application for planning consent submitted by the same developer for three separate developments on adjoining and connected pieces of land.
“A further two houses would be a total of nine being built in this location with the possibility of further application to connect the site thus leading to chronic overdevelopment which would fatally damage the character of this small village.
Chris Caligari, a local resident, spoke on behalf of 14 objectors.
He said the proposals would lead to overdevelopment in the village and posed an increase in flooding risk and traffic flow on the “narrow and dangerous roads”.

Matt Tompkins, speaking on behalf of the applicant, said the plans were for two family homes and complied with planning policy.
“Crucially, the indicative layout demonstrates that the entire development is within the draft settlement boundary for the village as defined by the regulation 14 draft of the neighbourhood development plan.
“The proposal is therefore in accordance with all existing and emerging planning policy.”
But councillor Alan Seldon proposed to defer the scheme and this was seconded by coun Paul Rone.
“I’m a little nervous about granting permission on an outline application where the details are unclear,” he said.
“So, I’m going to stick my neck out a bit and propose we defer this application pending a full application we can consider in its entirety.
“I think the things about the housing needs survey and the drainage packages need to be resolved all at the same time.”
Council officers advised against the motion but councillors backed deferment by 11 for and one against.
