The court heard the 20-year-old had been caught behind the wheel of a red Volkswagen Polo while over the drug-drive limit on the B4348 at Peterchurch on April 4.
An evidential blood test revealed he had 107 microgrammes of ketamine per litre of blood. The legal limit is 20.
Parry, of The Street, Stonehouse, was fined £200 and disqualified from driving for 15 months. He must also pay costs of £500 and a £34 victim surcharge.
