JUSTIN King, who was the most respected boss of Sainsbury's, said many years ago: "High streets must be more nucleated, and lived in."
It requires a strong and imaginative council to do this, which no British town appears to possess, Hereford included.
You also need street policing, which has all but evaporated.
Fast cars and computers are now their chosen trade. Crime and disorder are apparently no longer their remit.
