The court heard the 28-year-old had failed to provide a specimen of breath to police for analysis when suspected of having driven a vehicle and during the course of an investigation into whether a crime had been committed in Hereford on October 21.
Kiingi, who is of Bennet Drive in Hereford was disqualified from driving for 18 months and fined £730 for the offence, with magistrates saying they had taken the guilty plea into account when imposing the penalty, and was granted the option of undertaking a drink-driving rehabilitation course, which will reduce the ban by 18 weeks if successfully completed.
Kiingi was also ordered to pay prosecution costs of £135 and a £292 victim surcharge.
