The court heard from the prosecutor that Ballinger had been caught breaking the limit while behind the wheel of a Ford Fiesta in a 30 miles per hour zone on the B4505 Chesham Road in Bovington, Hertfordshire, on April 14 last year.
Ballinger, of Bargates in Leominster, Herefordshire, was disqualified from holding or obtaining a driving licence for six months, with magistrates saying disqualification was obligatory due to repeat offending.
He was also fined £133, received three penalty points, and was ordered to pay prosecution costs of £110 and a £34 victim surcharge, which is used to help fund services supporting victims of crime.
