The court heard from the prosecutor that the 31-year-old had used threatening or abusive words or behaviour within the sight or hearing of a person likely to be caused harassment, alarm, or distress in Bromyard on March 17 last year.
Rogers, of Kirkham Gardens, Bromyard, was fined £60 for the offence.
He was also ordered to pay prosecution costs of £200 and a £34 victim surcharge, which is used to help fund services supporting victims of crime.
