A TEENAGER has been up before the magistrates after he was caught riding an e-scooter on a busy Hereford road.
Rio Phillip Young was proven guilty of one count of driving without a licence and one count of driving without insurance by magistrates in Worcester in March.
The court heard that the 18-year-old had been caught riding an electric powered e-scooter in Hereford's Three Elms Road on February 13.

He did not have a licence authorising him to drive a motor vehicle of that class and did not have a valid third party insurance policy in place at the time, the court heard.
Young, of Old School Lane in Hereford, was fined £220 for driving without a licence and £660 for driving without insurance.
He was also handed six penalty points and ordered to pay prosecution costs of £90 and a £352 victim surcharge, which is used to help fund services supporting victims of crime.
