The court heard from the prosecutor that the 35-year-old had been caught using a handheld mobile phone while behind the wheel of a Skoda Octavia on the A49 Ross Road in Hereford on December 12.
Dinu, of Chestnut Drive, Hereford, was fined £220, received six penalty points, and was disqualified from driving for six months, with magistrates saying that a ban was obligatory due to repeat offending.
He was also ordered to pay prosecution costs of £90 and a £176 victim surcharge, which is used to help fund services supporting victims of crime.
