The court heard from prosecutor Andrew Saunders that the 28-year-old had been caught driving a Vauxhall Corsa without due care and attention on the B4529 at the junction with the A4110 at Leominster on October 19.
Evans, of Noyadd Close, Llandrindod Wells, was fined £120 and received nine penalty points for the offence, with magistrates saying they had taken his guilty plea into account when imposing the penalty.
He was also ordered to pay prosecution costs of £110.
