The court heard from the prosecutor that the 39-year-old had been caught out in Leominster's Bargates after getting behind the wheel of an Audi A3 without a valid third-party insurance policy in place on March 27.
One of the tyres fitted to the car was also found to be worn beyond the legal minimum tread limit, the court was told.
Talcis-Znotins, of Trilleck Avenue, Hereford, was find £120 and received six penalty points for the offences, with magistrates saying they had taken his guilty pleas into account when deciding on the penalty.
He was also ordered to pay prosecution costs of £90 and a £48 victim surcharge, which is used to help fund services supporting victims of crime.
