The project was first developed under the previous council administration, with past announcements suggesting that the service would launch last month, consisting of three zero-emission Yeomans Travel operated buses.
It was set to run between the Station Medical Centre, the railway station, the county hospital, the county and city bus stations, St Owen Street, High Town, Broad Street, the leisure pool, and the Old Market.
It has not been confirmed whether the current plan is consistent with what has been stated about the City Zipper scheme previously.
