The court heard from prosecutor Kirsty Drew that the 49-year-old, who was represented at the hearing by defence solicitor Lee Mott, had stolen clothing worth a total of £349 from Hereford's Old Market TK Maxx shop on September 13.
He had also failed without reasonable excuse to surrender to custody at Hereford magistrates court on November 1, having been released on bail in criminal proceedings from Hereford police station on September 14.
Dominta, of Heywood Road, Cinderford, was fined a total of £410 for the offences.
He was also ordered to pay prosecution costs of £85 and a £164 victim surcharge.
