A proposal to build five larger houses by a busy Herefordshire road has been resubmitted with minor changes from one refused planning permission in January last year.
Aspire Enterprises of Walsall is again proposing (in planning application 240222) building the four four-bedroom and one three-bedroom homes in a courtyard formation in at The Bannut, Bringsty on the A44 east of Bromyard.
Refusing the previous bid, planning officer Josh Bailey criticised its “inappropriate scale, layout and appearance” and the houses’ “close proximity and general uniformity” within the former ornamental garden.

He was also concerned that the planned new access onto the A44 amounted to “an unacceptable risk to highway safety”, and that submitted plans for waste water did not comply with county policy.
There was a lack of an ecological or arboricultural survey, while the houses themselves “would not reflect the mix of development required to meet local need and demand”, Mr Bailey said.
The housing plan appears to be the same in the resubmitted application, but is accompanied this time by and Environment Agency permit covering the planned “state of the art” waste water treatment plant.

There is also a statement from the council’s highways officer (saying the road access arrangement “is getting there but there is a little more to be done”), as well as arboricultural and biodiversity surveys.
The garden, which had its own tea room, was open to the public until 2016.
The planning application can be commented on until February 29.
