A FLY tipper who dumped rubbish on the side of a Herefordshire road has been fined thousands by magistrates.
Valentin Catalin Ene entered two guilty pleas to counts of depositing controlled waste on land without a permit and handling, controlling or transferring waste without taking reasonable measures when he appeared before magistrates in Hereford this month.
The court heard from the prosecution that Ene dumped 30 wooden pallets, a type of "controlled waste", on the A40 in Ganarew, Herefordshire without an environmental permit on June 26 last year.

On June 20, he had also failed to take all reasonable measures to ensure that controlled waste was transferred appropriately.
Ene, of Kingsdown Close in Pitsea, Essex, was fined £1,600 for the offences, with the magistrates saying they took his guilty plea into account when imposing the penalty.
He was also ordered to pay prosecution costs of £814.09 and a victim surcharge of £640.
