A ROW at one Herefordshire council has seen its clerk offer to resign.
Recently published draft minutes from a meeting of Pencombe Group Parish Council revealed that concerns had been raised over the timing of the meeting's agenda publication by parish councillor Colin Hadley.

The councillor, the minutes said, had complained that he did not receive his papers for the meeting, which was held on Tuesday, until 6.40pm on Saturday, and that the agenda should be available for three clear days before the meeting.
Clerk Allan Drew confirmed the agenda had been posted on parish noticeboards on the preceding Thursday, meeting the legal requirement, and tried to explain the legal position, the minutes said.

But, the minutes said, Councillor Hadley "remained unhappy", questioning the clerk's competence, an action for which he later apologised.
Mr Drew offered his resignation to councillors, but this was not accepted, the minutes said.
Councillors were reminded of their responsibilities under the code of conduct and, with the matter having no final resolution, it was proposed that councillors should move on the the next business.
