Herefordshire Council is set to grant planning permission for the conversion of the redundant Masonic Hall at Ledbury's Royal Oak into a restaurant.
Council officers are also recommending approval of listed building consent to install a lobby entrance and kitchen and toilet facilities.
Ledbury Town Council is recommending approval, but three letters of objection have been received from residents.
Concerns include loss of privacy and the fear that the restaurant will cause an unacceptable degree of noise and disturbance.
The final decision rests with the council's northern area planning sub-committee, meeting on Wednes-day, July 13.
