Bromyard Town Council has overspent on its representation to May's Unitary Dev-elopment Plan inquiry.
The council must use at least £800 from its reserves after fees from planning agents exceeded the £2,000 set aside.
A bill received for one agent alone is £2,800 and councillors are still awaiting a second bill.
Town councillor Bernard Hunt, speaking at a meeting on Monday, called for an investigation but was out-voted.
The council, which objects to plans for housing on the Porthouse Estate, has also separately paid £1,057 for representation from a solicitor.
