Plans for a broiler unit for up to 50,000 chickens at Upleadon were withdrawn this week, before the Forest of Dean District Council could make a decision.
The application, from Mr G Phelps, was for a unit just off Orridge Lane but council officers were recommending refusal.
The plans were to have come before the development control committee on Tuesday.
Councillors would have had to take 170 letters of objection from local residents into consideration.
At the meeting, the committee refused planning permission for six link-detached properties above Bury Bar, Newent, in the grounds of Scillonia.
Ten residents had lodged objections to the plan from Millstrand Developments Ltd, following concerns including of loss of privacy and road safety.
Council planning officers had recommended refusal.
