Plans to open up the back room of the Market Hall for a static historical display have been put on hold by Newent Town Council.
The 17th Century building already houses public displays on Newent's history and is also the venue for council meetings.
But the external wooden stairway on the outside of the listed building is unlikely to meet new disabled access regulations, which come into force in October.
All buildings used for public functions, wherever possible, should offer disabled access.
Newent Town Council is adopting a "wait and see" policy regarding the new legislation and its implications.
But a question mark now hangs over plans to enhance the historical displays inside the Market Hall.
