Ledbury-based arts group Artistree has approached the town council for support for a dedicated arts centre.
Councillors discussed the move last week, agreeing to note it pending detailed proposals from the group.
Originally, Artistree hoped to have regular gallery space for exhibitions at the Old Toy Museum in Church Lane, currently leased by the Workmatch charity.
Lack of numbers for Workmatch's training and support services for disabled and disadvantaged people means the charity is now considering pulling out of the venue.
One idea, when Workmatch moved in, was that Artistree could exhibit and sell from there too, but currently no Artistee works are there.
In a letter to the council, Artistree members said they were grateful for council support when they initially wanted to take over the former museum.
"Although the outcome was not successful in that instance, we feel the community of Ledbury would benefit from such a centre."
The group now hopes for a building facing the High Street with a front gallery.
