Elgar Housing Association is converting the former shops on the Deer Park estate into three two-bedroomed bungalows, at a cost of £200,000.
Elgar's executive director, Clare Huyton said: "There is a huge demand in the area for good quality rented homes for older and disabled people, and this scheme will go some way to help meet it.
"The shops had become outdated and under-used, and so they are being completely redeveloped."
