DON Rule, Herefordshire councillor for Ledbury, has promised that the authority will take "every effort" to keep council tax rises down next year.
Last year, the rise for band D council tax was 14.5 per cent and council reserves were used to stop it rising higher.
Coun Rule warned: "There is considerable concern about what the level of council tax will be.
"We will have to replenish the reserves we used last year to keep the council tax down. But every effort will be made to keep it down this year."
