Local fruit farmers will be asked to warn foreign pickers about Ledbury's bylaws preventing drinking in the streets and other designated areas.
The town council says foreign students in particular are responsible for flouting by-laws on the Recreation Ground.
Those employing the students will be asked to help get the message across that the Recreation Ground is an alcohol-free zone. The students will also to be encouraged not to drop litter.
The problem at the Recreation Ground was particularly bad last month, but since then the police have stepped up patrols in the area. Town councillor Martin Eager said: "The police are doing more and the drinking is less obvious than it was a few weeks ago."
