Ledbury Town Council will contact local households asking how the Queen's Golden Jubilee should be celebrated.
Residents will be asked if they think the town should take steps to mark the 50th year of Queen's reign.
They will also be asked what suggestions they have on the form of the celebrations and whether they would be prepared to lend a hand.
The measure was approved by the council two days after a public meeting to debate the subject was sparsely attended, leading to fears over apathy.
Jubilee celebrations have already been kicked off by mayor Phil Bettington, who has invited the Queen's own choir to sing in the town.
The Choir of St George's Chapel, Windsor Castle, has been invited to perform in the parish church for the mayor's charity concert on Friday, November 16.
Tickets for the concert will go on sale at the end of this month and proceeds will go to Ledbury Community Voluntary Action and the Ledbury Hospital Appeal.
