Bill Gibbard has been re- elected as Mayor of Bromyard for a further 12 months.
His vice-chairman, Joan Dauncey, was also re-elected at this week's meeting of the town council.
Coun Jon Lester said she had been a "great ambassador for the town".
The mayor welcomed two new members on to the council, Judy Wooland and John Haycock, who has received national media coverage as the only British National Party councillor in the country.
There was no election in Bromyard again this year as only 16 candidates had put up for the 18 seats.
Coun Wooland asked if the number of councillors might be reduced.
"I'm sorry I have just walked on to the council, I think it's appalling," she said.
Coun Gibbard said the council badly needed an election to give it more strength.
The opportunity to look at the number of councillors may come when the boundaries are reviewed over the next two or three years.
The two vacancies on the council will be advertised and interviews held on Monday, June 12.
