The northern extension of the Ledbury bypass, under the viaduct to the Bromyard Road, is still a feature of Herefordshire Council's Unitary Development Plan.
The consultation period for the plan has been completed and it is now in the hands of the Government's planning inspectorate.
The inspectorate will deliver its report no later than July, 2006, then the blueprint for the development of Herefordshire and Ledbury up to 2011 should be set in stone.
Councillor for Ledbury, Barry Ashton, said the extension would probably only be built as a by-product of the development of land close to the viaduct, off the Bromyard Road.
David Nicholson, the county's forward planning manager, said there had been no particular progress so far in this direction.
